Steel Runner: Shadow Over Kuro City

Kuro City, veiled in fog and neon. Mio Takahara stands in an alleyway, shoving her fists in her patched street jacket. She’d spent last Saturday chasing fixers across the maze of Underthird. Now she just wants ramen. Sometimes you can’t get what you want, right?

Here, under long steel roads, it isn’t just junk stalls and noodle bars after dark. You see old androids watching you, curious or bored. The clink of police drones keeps people moving. Only the bold, or the foolish, hang back when others run.

Tonight, a crowd overflows onto Throne Drive. Someone shouts, grabbing his arm. A girl with copper hair slips into the tangle, leaving only her badge glinting in red light for Mio to catch.

That’s Hikari Sato, one of the unit’s youngest. Quick, with that quiet trustworthiness rookies hardly ever have. How does she always end up at the right place, anyways?

Mio feels the city close in—a crawl across her skin. Something is wrong. She calls after Hikari. Do you ever get a feeling before fear comes?


“Stay sharp,” Mio mumbles.
Hikari spins, her jacket fluttering, eyes locked on Mio’s.

A siren. Sharp and distant. Overhead, two KCPD drones sputter by, missing most of the mess below. Looks like another blackout’s about to roll across three blocks.

Beyond, a ripple—crowd splitting. Someone’s coming. Steel flashes. Hikari ducks. Crowd screams. Five armed men smash through a heap of plasma crates, yelling, all black clothes and gritting jaws. There’s chaos, real and ugly.

Mio yells out, “KCPD—Stand down!”
No one listens.

She’s moving, half a breath behind. You know the stories, right? How one wrong decision ends things?

To her left is Kenji Sagara. Shaved head, rare good humor. He leans against starflex-covered freight, chewing a battered pen. Kenji tightens his grip on his tazer whip, grins at Mio—of course he’d bet on their odds tonight.

Hikari is already gone, somewhere between a chrome food stand and livewire fencing. Every week, same jumpy tension, she thinks.

“Backup’s four out,” says Kenji.
“On our own.”

Not that they hadn’t managed before.

There’s another pause. You might notice them share a nod, sharp and done. Is this the time teams blow apart? Is that in the manual anywhere?


The gang is called the Irons. Simple name. Lots of teeth. They grab crates—cyte parts by the looks of it—and toss loaded packs to kids on scooters. One lifts a battered railpistol, firing in wild arcs. Someone eats bean curd right through all of it, unbothered.

Mio drops a drone-ball, voice low, “Cinch them at exit. Flank Hikari?” Kenji winks and vaults over rubble.

The fight isn’t neat. Hikari flips small, graceful between trash piles, tripping two Iron punks with her baton. Kenji lands broadside on another, tazer whip crackling blue. aicg-8957-img-2-6a3811c7dc3f9.png

The rest scatter. Mio corners the tallest, eyes dark and empty. Crime gives no pleasure, only hunger, sometimes fear.

“Who sent you?” she asks.
He spits, throws a crate. It barely misses.

Then the dark crashes. Power dies up the block. Silence, save frantic shouts—then a new voice, deep as iron:

“Enough. Give me Mio.” Narrow, older. It poises across the street, lit in generator blue. Their unknown—a woman. Armor laced in wires, jacket torn at the sleeve. Gun at her hip. Something clicks; everyone freezes.


Mio’s squad stands tense. Kenji taps the distress alert. Hikari is blocked, nerves raw. The stranger’s gaze pins them there. Dust swells, curls in the powerlight. Who is she? Why Mio?

Her voice comes close, too calm: “You know why we’re here. No one else leaves the city. Not alive.” Familiar, in that half-remembered way nightmares get stuck in your head.

She knows Mio’s past—something locked since before she joined the squad. Years ago, at the Towers, contacts went bad. Someone walked away. Are you guessing how it connects? The silent strain tightens. No one moves.

People squint from corners and doorways. A dozen side-drones snap images.

Mio sizes her up. Hands aren’t moving for weapons yet.
Can you talk down armor and a gun with just questions? Could you, standing under Kuro’s glow?

The standoff draws hungry eyes. On the rooftops, lightcast crews scramble. For a second, Underthird is out of breath, waiting for boundary lines to collapse or hold.

A whisper slides down the chill air: “Step closer and I bury the truth you’re afraid of.”
Was she bluffing?

Mio snorts. “Is tonight the end, sister?” The stranger’s jaw clenches—was that a hint of past pain and not hate?

Hikari tenses, ready for any signal. Kenji drops behind a crashed patrol car, looking for an opening.


A shadow leaps—sharp from above, throws out wheel-legs churning smoke. It smashes into streetlights, wires burst. One last Irons punk crushes the opportunity, darting for the open tubecar on platform three. For an instant, everyone turns. aicg-8957-img-3-6a38127c324fd.png

The woman vanishes as gunfire rips the quiet. Patrol overload alerts pulse wild. It’s over in a flash. Mio is gone—no trace left, no time to shout. Empty shards in blue light remain where she was. What would you do with her, if you were there?

Hikari chases after. Eyes burning, breath uneven. Kenji curses. They rally the crowd, try signals, nothing.

Unit patch links pulse short bursts, static rolling.

That’s when Underthird truly wakes—news flashes, people run, whispers slice every hour.
Who are you when your heart-jack captain disappears? How do you choose hope or chase afterward?

The episode closes on Mio—arms pinned, vision white between coils of static. She’s underground, ghostlight seeping in through concrete cracks. A face hovers above, sharp, familiar, pained. The shadow-woman reads a photo taken years ago—two girls, pockets full, nowhere to go. Mio blinks.

Cliffhanger: “Ready to relearn the story of who you are, Mio Takahara?” The dripdrip of cube water… then screen dark.

Should fighting ever end in knowing who started it? Or are there always other motives under the noise?

If Mio can break her own past, what is Underthird hiding for her, and are her friends running at hope, or away from loss?
