Storm Over the Council: Student Order Arc

Student Councils in Anime, Again?

You’ve seen councils throw school festivals, right?
Let’s change that. This is the Order arc—five days, five warring schools. All want the city’s top slot for their council. Kaito, student president of Hidaka Prep, has no sword, just will. His goal? To win not for glory, but to earn money for his sick mom. “Winning means more food at home,” he tells himself, biting a rice cake on morning two.
Yume, vice president, knows Kaito’s quiet stress. “Can you start trusting us more?” she says, handing him a blue folder. The rest nod. Do leader types at your school carry the world too, or is it just Kaito’s myth?

The Rivals Unfold

Two blocks from Hidaka, Aoi from Hojo Academy drafts her battle-plan. “Warrior Council Mode!” echoes her team’s war cry. Hojo fights dirty—stealing Hidaka’s festival blueprint on day one.
Handa, Kaito’s shy secretary, finds their rivals the next morning—with the school emblem burned on hidden flyers. “Sabotage. Nice one,” grins Yume, but her usual sparkle falters. Their festival theme is out in the wild.
Kaito calls an emergency council session. “How do we answer this?” he asks, voice hoarse. Rio, treasurer, suggests a simple plan: flip everything. New venues, new rules. Fast thinking, but is it enough?

Mid-Arc Development: Battle for Pride

Night sneaks up on the team. Papers fly, coffee steams, nerves fray.
One after the other, underclass volunteers quit. “Too wild. No thanks.” Did festival work ever feel more like war?
Kaito meets Aoi late near the vending machines. “You’re holding power too tightly,” she says, eyes sharp with tired ambition. He just shakes his head. There’s no guide for this stuff. “Your win won’t last, Aoi,” he retorts. Do they know how close any council ride is to disaster?
On day four, unexpected support comes. Momo, class rep nobody notices, brings hidden food boxes, ribbon spools, a dog-eared play script. “Helped grandma produce street kabuki. Case Studies in Leadership: Control or Care?

Hidaka’s council tries voting for each new event before sunrise. Sometimes, decisions pulled them tight, edging voices out. “No, your idea’s nonsense. We stick to mine,” Kaito says once too loudly, slamming his notes. He apologizes minutes later.
Do your teams break, or cope, under strain? Studies say Japanese councils try consensus. Here, arguments burn late, but respect edges in. “You trusted Yume today. That’s huge,” Handa notes as breakfast breaks dark with curry steam. Given a crisis, would your group rally like this, or scatter?

Dr. Reina Tamai, who’s studied actual Kanto councils, sees this arc’s true force: “Competition for the ‘best council’ spot isn’t rare. But tight budgets, health, and private pressures are left out. Anime shows that with depth, not just drama.”

The Grand Festival: Two Visions Collide

Festival day blooms rough. Hidaka uses everyday skills to draw students. Piano play in the hall, basketball shoot contest, and a food drive add spice. No fancy gimmick—bare need, high heart. Aoi’s Hojo is grand grape balloons and a robot mascot waving flags. Kids cheer on both as rain dampens banners.
Select judges frown over copied ideas. Someone finds the burnt flyers in trash, linking Hojo to theft. A hush settles: proof, or north wind rumor?

Police stream into the gym. “There’s a complaint– suspicion of illegal sports betting linked to student events.”
Kaito stares at the arriving officials, heart pounding. Aoi moves closer, whispering, “Was this you or someone else’s game?”

“This isn’t our last storm,” Yume says as car lights snap on and off past the gates.
To fix pride, money, health—or class order itself—someone must lead. Whose rule do you want next?
